A Design Basis Threat (DBT) is a comprehensive description of the motivations, intentions, and capabilities of potential adversaries for which protection systems are designed and evaluated. A fundamental principle of nuclear security is that it should be based on the State’s current evaluation of threats. The DBT is derived from the evaluation of these threats (e.g., threat assessment). The DBT is also a metric for regulatory process ensuring that appropriate resources are allocated for the protection of nuclear material and nuclear facilities against malicious acts by potential adversaries. This workshop introduces participants to the methodology used to establish, implement, and maintain a DBT.
