With more than 30 years of experience in global security, Dominic Martinez leads efforts to collaborate with U.S. and international partners to proactively prevent the theft of nuclear/radiological materials, the sabotage of nuclear facilities, and the trafficking of nuclear/radiological materials across borders in support of the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA) Global Materials Management (GMS, NA-21) program and the International Atomic Energy Agency (IAEA).

Dominic’s team engages with more than 70 countries around the world, sharing best practices, coordinating technical exchanges, and providing professional development opportunities. He manages teams with core Sandia expertise in physical protection, capacity building, systems engineering, modeling and simulation, analysis, and technology research and development, and stewards unique facilities that offer hands-on training and testing and evaluation capabilities.

Before joining INSE, Dominic worked his way up the technical and management chain in the Sandia Non-Proliferation and Cooperative Threat Reduction Center, serving as a Physical Security specialist, Project Lead, and Manager of the International Nuclear Security Engineering department. He supported comprehensive physical protection system upgrade projects projects at sites in Russia, helped develop the Nuclear Security Center of Excellence in China, and supported various IAEA projects.

Dominic has both broad and deep experience in physical protection systems design, implementation, and sustainability, and in technical support for transportation security analysis and design.  He earned both his bachelor’s and master’s degrees in Electrical Engineering from New Mexico State University and is a licensed Professional Engineer in New Mexico.
