David E. Lee is a senior member of technical staff and a physical security subject matter expert supporting the International Nuclear Security Engineering department at Sandia National Laboratories. With more than 21 years of security systems experience, David’s work focuses primarily on physical protection, system security upgrades, and security system analysis for the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Offices of International Nuclear Security (INS, NA-211), Radiological Security (ORS, NA-212), Nuclear Regulatory Commission (NRC) and Bilateral Physical Protection Assessment (NA-24).

In his role at Sandia, David has provided technical support for physical security upgrades at facilities that include Russia, South Africa and China. He has assisted in the development and execution of hands-on training activities for the deployment, installation, configuration and operation of electronic security systems. David has also led training activities in Central Alarm Station and Secondary Alarm Station Operations, Integrated Performance Testing, Integrated Security Design, and Design and Operation of Physical Protection Systems, for multiple national and international partner countries and agencies. He is a subgroup instructor and has provided subject matter expertise integral to the International Atomic Energy Agency’s flagship International Training Course on the Physical Protection of Nuclear Materials and Facilities (ITC).

David also manages the Nuclear Security Technologies Complex (NSTC) that includes the Integrated Security Facility (ISF) in Technical Area V and the Sensor Test and Evaluation Complex (STEC). At the NSTC, testing and evaluation and research and development is performed on next generation technologies that include counter/unmanned aerial system, cyber-attack simulations, network security systems, sensor fusion, augmented vision analytics, touchless biometric, Lidar, Radar, and thermal imaging.

David began his career at Sandia with Technical Security for 8 years in the Maintenance and Sustainability program for a Category I Nuclear Facility.
