With over 30 years of experience as a security professional, Charles (Charlie) Lopez provides expertise in multiple security areas, specializing in safeguards and security of nuclear and radiological operations. In his capacity as a Project Lead in the International Nuclear/Radiological Security department at Sandia National Laboratories, Charlie leads and executes complex and multi-discipline projects at all organizational levels and is a proven leader and manager of national and international programs, resources, and staff.

Charlie currently serves as the subject matter expert in the areas of safeguards and security, emergency management and incident response, for radiological and nuclear material. He develops, revises, and delivers training on safeguards and security for Sandia National Laboratories’ International Programs that include Physical Protection, Security Management, and Incident Response Training (Emergency Management).

Charlie has successfully implemented and delivered a variety of training programs to international affiliates of the International Atomic Energy Agency (IAEA), as well as delivering and revising Emergency Management drills and exercises for Incident Response Training. He has provided interpretation and recommendations of IAEA policies and procedures to Sandia for the protection of radiological and nuclear material to include Emergency Management, and Safeguards and Security.

Before joining Sandia, Charlie served as a nuclear security consultant for the Barakah Nuclear Power Plant in the United Arab Emirates; was a Safeguards and Security Training Director for U.S. Department of Energy National Training Center (NTC); and served in the Albuquerque Police Force, Special Weapons and Tactics. Charlie holds a Bachelor of Science Degree in Adult Education and a master’s degree in Public Administration.
